BDEW Starts Issuing Identification Numbers for Electric Cars

The Federal Association of the Energy and Water Industry (BDEW) on 1 March 2014 started to issue uniform identification numbers that shall allow drivers of electric cars easy access to (preferably) all charging stations accessible to the public.

The identification numbers are needed to allow roaming so that drivers of electric cars cannot only use the charging stations of a supplier they have a contract with, but all stations that are publicly accessible.

Interested companies may apply for an identification number as a provider of e-mobility and an identification number as charging stations  operator. The identification number system was developed as part of the technology programme for electromobility (“IKT für Elektromobilität II“) sponsored by the Federal Ministry for Economic Affairs and Energy (BMWi). In cooperation with BMWi and the stakeholders a fee that covers the costs for issuing the identification numbers will be charged, BDEW said. In the past the association pointed out that the ID code was needed for IT driven processes like activating the charging station, metering and billing and would comply with data protection regulations.

A demand-oriented expansion of the charging infrastructure was critical at the current stage to helping electromobility to attain market success, BDEW said, adding that it supported plans by the Transport Ministry like creating free parking space for electric cars in city centres (for more information, please see first related post below).

According to data by the Federal Motor Transport Authority (Kraftfahrt-Bundesamt), registrations of new electric cars doubled in 2013 compared to 2012, rising to 6,051. On 1 January 2013 7,114 electric cars were registered. Information about electric cars that were unregistered in 2013 are not yet available.

Regarding the achievability of the government’s electromobility goal of having one million electric cars on Germany’s roads by 2020, please see a study published by Fraunhofer Institute for Systems and Innovation Research (ISI) in September 2013 (second related post below).
