BMVI Investment Grants for Fuel Cell CHP Plants

A funding regulation (Förderrichtlinie) by the Federal Ministry of Transport and Digital Infrastructure (BMVI) provides the possibility for commercial enterprises and regional authorities to apply for one-time grants for highly-efficient large fuel-cell based CHP plants supplying industrial plants or large (residential) property with an electrical capacity of up to 20 kW.

1. Further Eligibility Requirements

Funding for residential energy supply requires a minimum of five installations. The funding regulation differentiates between add-on devices that supplement existing heating systems and installations with a peak load boiler. In the latter case the costs for the boiler have to be deducted.

Only installations that figure on a list of eligible installations compiled by the Federal Office for Economic Affairs and Export Control (BAFA) can receive the grant.

Grants can only be applied for new projects. Besides, there are reporting obligations.

Generally grants will only be awarded as long as no other funds that are considered state aid are granted (certain exceptions exist).

2. Maximum Support

According to the so-called Call for Application for Grants each fuel-cell based installation can receive a general amount of EUR 1,600 plus funding that depends on the electrical capacity. For an electrical capacity of 1 kW funding amounts to EUR 9,600.

In total funds of EUR 2.5 million are available. Applications have to be made by 15 July 2015. Applications received later may not receive funding.

3. Background Information

The new funding regulation is part of National Programme for the Hydrogen and Fuel Cell Technology (NIP) due to run until 2016.

The ministry points out that NIP support has lead to the first products having reached technical maturity, but they were not competitive yet. Hence, support under the funding regulation should provide incentives for buyer reducing production costs in turn.
