Commission: Poland and Estonia Currently Not Allowed to Issue Additional Emission Allowances

The EU commission is in the process of examing the rulings of the Court of First Instance (as of 1 December 2009 renamed to General Court) which lead to the annullment of Commission Decisions concerning the National Allocations plans (NAPs) for emissions allowances for the Republics of Poland and Estonia for the period from 2008 to 2012, EU Commissioner Stavros Dimas said. The Court rulings implied that the Commission had to take new NAP decisions.  Consequentially and ahead of these decisions, Poland and Estonia were not allowed to issue any additional allowances beyond those created in the EU ETS registry system, he added.
