Application Period for Free Greenhouse Gas Emission Allowance Expires

On 15 December 2011 the Institute of Mining and Energy Law of the University Bochum organise a lecture on “Ready for the next trading period: developments of the greenhouse gas emissions allowance trading from a technical and legal perspective”. Participants discussed the prevailing issues for the 3rd trading period, which starts 1 January 2013.

 According to the 2020 Allocation Ordinance (Zuteilungsverordnung 2020 – ZuV 2020) certain industry and heating sector emitters will be allocated in the 3rd trading period (2013-2020) with allowances free of charge if the greenhouse gas performance-based benchmarks are met. Industries susceptible to carbon leakage will receive the full amount of allowances, while the amount of allowances for all other sectors will be reduced in a staggered manner from 2013 to 2020 to 30% of the original amount.

The deadline for the electronic applications for free allowance expires on  23 January 2012. According to the guidance documents of  the Emissions Trading Authority (DEHSt) at the Federal Environment Agency (UBA), delayed applications will not be considered. Companies which miss the deadline shall not be entitled to claim allowances for free of charge.
