Meeting of Central Eastern European Electricity Forums Deals with Loop Flows Following German Energy Strategy Shift

A meeting of the Central Eastern European Electricity Forum (CEEE Forum) at the Federal Ministry of Economics and Technology (BMWi) yesterday dealt with the cooperation between transmission system operators regarding the implementation of the necessary measures to reach an internal EU electricity market by 2014, impediments for the electricity trade and also unscheduled loop flows in the Central Eastern European Region, BMWi reported.

The CEEE Forum meeting brought together representatives of the competent ministries, the regulatory authorities, the transmission system operators and the energy exchanges from Germany, Poland, the Czech Republic, Slovakia, Slovenia, Austria and Hungary as well as representatives of the European Commission and ACER, the Agency for the Cooperation of Energy Regulators.

The following trilateral meeting between Czech, German and Polish representatives then focused (again) on unscheduled loop flows into the Czech and Polish grids caused by wind farms in Northern Germany.

Recently, CEPS, the Czech transmission system operator, warned that the Czech transmission system had been repeatedly and increasingly loaded with unscheduled north-south power flows in the last year that jeopardized network security. The company named excessive power output from wind parks in northern Germany, the shutdown of eight German nuclear power plants in the wake of Germany’s energy policy shift and the increase of installed capacity in photovoltaic power plants in Germany as some of the most important causes for the flows.

It was agreed that the three transmission system operators increase their cross border cooperation, BMWi said. Joint action plans shall ensure network security and prevent critical situations. In the long-term the expansion of the transmission networks shall reduce the problem of unscheduled power flows.
