BNetzA Specifies Procedure for Data Collection for 2nd Regulation Period for Grid Charges in Electricity Sector

The German grid regulator, the Federal Network Agency (BNetzA) determined the procedure for collecting the data concerning the cost verification of the operation of electricity grids. The data is needed to establish the base level for setting the revenue caps on grid charges for the second regulation period pursuant to Incentive Regulation Ordinance (ARegV). The decisions handed down apply to the states of Thuringa, Berlin, Brandenburg, Bremen, Mecklenburg Western-Pomerania, Lower Saxony, Schleswig Holstein and the federal territory (Bundesgebiet). The second regulation period in the electricity sector starts 2014.

German grid charges are subject to an incentive regulation pursuant to ARegV. BNetzA determines the base level (Ausgangsniveau) for setting the revenue caps by verifying the costs of the operation of electricity grids in accordance with the Electricity Grid Charges Ordinance (StromNEV). Pursuant to Section 6 para. 3 sent. 3 ARegV, the cost verification takes places in the last but one year before the start of the new regulation period, based on the data of the last business year.

Transmission and distribution network operators are required to hand in a special format by 31 May 2012 and all other relevant data until 30 June 2012. Operators of electricity networks to which less than 30,000 customers are directly or indirectly connected can, on application, hand in the data by 31 August 2012 respectively 30 September 2012.
