Consultation on Federal Network Agency EEG 2014 Own-Supply Guidance Paper

The Federal Network Agency has started a consultation on a guidance document on so-called own-supply under the EEG 2014 (Leitfaden Eigenversorgung). Comments are due by 20 November 2015.

BNetzA Confirms 63 of 92 Measures Proposed by TSOs in NEP 2014/2024 and 3 of 7 Measures in O-NEP 2014/2024

The Federal Network Agency (BNetzA) has approved 63 of the 92 grid enhancement and grid expansion projects proposed in the Electricity Grid Development Plan (NEP 2014/2024) and the Offshore Grid Development Plan (O-NEP 2014/2024) drafted by the four German transmission system operators. This comprises optimisation and enhancement measures on power lines with a length of 3,050 km and new power lines with a length of 2,750 km. The agency also released the accompanying environmental report 2014.

Contract Value for Second Tender for Ground-mounted PV Installations Decreases to 8.49 ct/kWh

The uniform contract value for the 33 bids with a total capacity of 159.735 kW that were awarded contracts in the second German tender for financial support pursuant to the Renewable Energy Sources Act (EEG 2014) is 8.49 ct/kW, the Federal Network Agency (BNetzA) announced. In the first tender, where bids were binding, the average contract value was 9.17 ct/kWh.

SAIDI Index for Gas Security in 2014 Up Against 2013 Figure – Level with Previous Years Without Major Accident

The so-called SAIDI index (System Average Interruption Duration Index), which indicates the average time of interruptions of the gas supply per connected end consumer, went up from just 0,64 min/a in 2013 to 1.257 min/a, the Federal Network Agency (BNetzA) informed. This is comparable with other years in the period 2006 and 2012. Including an accident at a high-pressure pipe that did not effect standard rate customers (Tarifkunden), the SAIDI index for 2013, however, went up to 16,801 min/a.

New PV Capacity in July 2015 Rises to 159.780 MWp – Total PV Capacity Promoted by EEG Amouts to 39 GWp

pIn July 2015 new PV capacity in the amount of 159.780 MWp was installed, bringing solar capacity eligible for support under the Renewable Energy Sources Act (EEG) to a total of 39,009 MWp by the end of the month, the Federal Network Agency (BNetzA) reported.

BNetzA: SAIDI Security of Supply Results for Electricity Improved in 2014 – Hot Weather Requires Grid Management at High Cost

The security of supply in the electricity sector remained on a high level, even improving again in 2014, the Federal Network Agency (BNetzA) informed. System disruptions per connected end customer measured according to the System Average Interruption Duration Index (SAIDI) fell from 15.32 minutes in 2013 to 12.28 minutes in 2014, the lowest level since BNetzA started SAIDI records in 2006. Yet the management of the grids is getting increasingly costly for consumers, Frankfurter Allgemeine Zeitung reports.

Second German PV Auction: 33 Bids with Total Capacity of 160 MW Awarded

In the second German tender concerning financial support pursuant to the Renewable Energy Sources Act (EEG 2014) for 150 MW of freestanding PV capacity, 33 bids with a total capacity of 159.735 kW were selected by the Federal Network Agency (BNetzA). The exact financial support is yet unclear as a uniform pricing method applies.

Second Tender for Freestanding PV Capacity Less Oversubscribed Than First Auction

The Federal Network Agency (BNetzA) received 136 bids in the second 150 MW tender for financial support under the Renewable Energy Sources Act (EEG) for freestanding PV power plants. The tender was more than three times oversubscribed, BNetzA said. Yet the number of bids was lower than the 170 bids made in the first ever PV auction for 150 MW that ended on 15 April 2015.

German PV Additions of 95.5 MWp in June – 38.9 GWp Eligible for EEG Support

PV capacity additions in June 2015 amounted to 95.502 MWp. By 30 June 2015, a total of 38,850 MWp of solar capacity were eligible for support under the Renewable Energy Sources Act (EEG), the Federal Network Agency (BNetzA) reported.

BNetzA: Consultation on Draft Withdrawal of Decision on Redispatch Measures and Compensation

In 2012 the federal grid regulator (BNetzA) issued a decision for interventions in the operation of conventional power plants by the transmission system operator in order to stabilise the grid (redispatch measures). After the Higher Regional Court of Düsseldorf recently annulled these decisions in thirteen cases, BNetzA is now planning to retroactively withdraw its decision and is asking for comments on its draft decision by 22 July 2015.
