Lower Saxony Presents Proposal for Geothermal Guideline Facilitating Installation of Horizontal Ground Source Heat Pumps

The Office for Mining, Energy and Geology of the State of Lower Saxony (LBEG) and the State Ministry for Energy have published a proposal amending the “Guideline for the Use of Geothermal Heat in Lower Saxony” aimed at facilitating the installation of horizontal ground source heat pumps (Erdwärmekollektoren).

Government of Lower Saxony Presents CCS Bill to Rule Out Permanent CO2 Storage

On Tuesday the government of the State of Lower Saxony approved a State CO2 Storage bill (Nie­dersächsische Kohlendioxid-Speicherungsgesetz – NKSpG) and submitted it to the associations involved in the matter for review (so-called Verbändeanhörung). The law shall ensure that there will be no permanent CO2 storage in Lower Saxony, the government said.

#1 Onshore Wind Power State Lower Saxony Wants to Increase Onshore Capacity to 20 GW by 2050

Lower Saxony, already the number one German state for onshore wind power, wants to increase onshore wind capacity from currently 7.8 GW to 20 GW by 2050. The state is working on a wind power decree to provide further guidance.

Government of Lower Saxony Wants to Set up Its Own Regulatory Authority for Small Electricity and Gas Grids

The government of Lower Saxony adopted a bill according to which the regulatory competence for small electricity and gas grids to which less than 100,000 customers are directly or indirectly connected shall be retransfered from the Federal Network Agency (BNetzA) to a new regulatory authority in Lower Saxony (Regulierungskammer Niedersachsen). The bill still has to be passed by parliament.

Joint Proposal by BMU and Lower Saxony for Permanent Nuclear Disposal Bill

On 24 March 2013 the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), and the State of Lower Saxony have presented a joint proposal with the aim to submit a “Location Search Act” (Standortsuchgesetz). The bill shall provide a basis to identify a permanent nuclear waste disposal site in Germany.
